The Delhi Excise Department has made P-10 permits mandatory for banquet halls and farmhouses serving liquor at weddings, parties and other social functions, with a prescribed fee of ₹15,000 per event. The directive comes ahead of the busy wedding and festive season, when demand for event venues and private gatherings typically increases. The department has also announced a special registration camp from October 27 to November 16, 2026, to facilitate the one-time registration of banquet halls and farmhouses on the E-Abkari portal.
According to the department’s public notice, every banquet hall or farmhouse hosting a marriage, party, event or other social function where liquor is served must obtain a valid P-10 permit for the specific event. A separate permit will be required for each individual hall or space where liquor is proposed to be served, even if multiple spaces are located within the same premises. The prescribed fee is ₹15,000 for each event.

The department said the one-time registration facility on the E-Abkari portal is intended to streamline the approval process and enable faster issuance of P-10 permits for subsequent events. The initiative is expected to make compliance more convenient for venue owners and operators during the upcoming wedding and festive season.
The Excise Department has clarified that submitting an application does not, by itself, authorise the purchase or service of liquor. Establishments must secure the required permit before serving liquor at an event. They must also maintain records of the valid permit and bills or invoices demonstrating that the liquor was purchased from a licensed liquor vend in Delhi.
