Lucknow, October 9, 2026: Liquor retailers in Uttar Pradesh will soon be able to pay their wholesalers online through the UP Excise portal. The UP Excise Department and State Bank of India (SBI) have signed an agreement to connect SBI’s E-Pay payment gateway with the department’s online portal. The signed agreement was formally exchanged in Lucknow on Friday as part of the implementation of the UP Excise Policy 2026-27.
Under the new system, when a liquor retailer places an indent with a wholesale licensee on the UP Excise portal, the retailer will be able to choose SBI E-Pay and make the advance payment online against that indent.
This payment will not go directly to the wholesaler. It will first be kept in a pool account, which acts as a secure holding account. The money will be transferred to the wholesale licensee only after the stock against the retailer’s indent has been lifted and cleared. This means the wholesaler receives payment only once the retailer’s order has actually been processed.

UP Excise was represented by Veena Kumari, Additional Chief Secretary, Excise Department; Adarsh Singh, Excise Commissioner, Uttar Pradesh; and Navneet Sehra, Additional Excise Commissioner (Administration), along with other officials. From SBI, Deepesh Raj, Chief General Manager, Lucknow Circle; Vimal Kishore, General Manager, NW-1; and Mukesh Kumar, Deputy General Manager, TBU, were present along with other bank officials.
UP Excise has not yet announced the date from which the SBI E-Pay option will be available on the portal. Liquor retailers and wholesalers in Uttar Pradesh can expect further instructions from the department on registration and the payment process once the facility goes live.
