Lucknow: The Uttar Pradesh government has begun preparations for the state’s Excise Policy 2027-28, with the Excise Department set to hold a series of consultations with industry stakeholders, trade associations, retailers, wholesalers and departmental officers. The meetings will be held between September 28 and October 5, 2026, at the conference hall of the Excise Commissioner’s Office at 12 Rana Pratap Marg, Lucknow.
According to an official letter issued by the Office of the Excise Commissioner on September 23, the consultation process will begin on September 28. The first session, scheduled from 11 am to 1 pm, will bring together representatives of liquor manufacturing units across Uttar Pradesh, including distilleries, breweries and wineries. A second session from 3 pm to 5 pm will involve representatives of major industry bodies, including ISWAI, Wine Growers Association of India, All India Brewers’ Association (AIBA) and BAI, who will present their suggestions for the upcoming excise policy.
Further consultations are scheduled for September 30. Representatives of the All India Distillers Association (AIDA) will participate in a meeting from 12 noon to 2 pm. This will be followed by a session from 3 pm to 5 pm with representatives of the Confederation of Indian Alcoholic Beverage Companies (CIABC), All India Wine Producers Association and wine producers in Uttar Pradesh. The discussions are expected to focus on key policy-related issues and recommendations from the industry.
The consultation process will subsequently turn to the wholesale and retail segments on October 1. From 11 am to 1 pm, representatives of wholesalers dealing in country liquor, foreign liquor, beer and BIO products will participate in the discussions. A meeting with office-bearers of the Uttar Pradesh Hotel and Restaurant Association and bar licensees will be held from 3 pm to 4 pm. The final session of the day, from 4 pm to 5 pm, will focus on suggestions and issues raised by liquor retail licensees across the state.

The final phase of the consultation process will involve senior departmental officials on October 5. From 11 am to 1 pm, the department will hold discussions with District Excise Officers, Deputy Excise Commissioners and Joint Excise Commissioners from the Meerut and Agra zones. A second meeting, scheduled from 3 pm to 5 pm, will involve officials from the Lucknow, Gorakhpur and Varanasi zones, with discussions expected to cover revenue-related matters and proposed changes to the excise policy.
Additional Excise Commissioner (Administration) Navneet Sehra has directed the concerned officials to ensure that all relevant stakeholders are informed about the meetings in advance. The consultation exercise is aimed at gathering inputs from different segments of the liquor industry and departmental field officers before the draft of the Uttar Pradesh Excise Policy 2027-28 is prepared.
The series of meetings is expected to provide the state government with industry-level and field-level inputs on regulatory, licensing, trade and revenue-related matters. These consultations will form part of the preparatory process for framing the UP Excise Policy 2027-28.
