Haryana Chief Minister Nayab Singh Saini has launched an upgraded QR code-based ‘Track and Trace’ system for liquor along with eight new online excise services, marking a major step in the digital transformation of Haryana’s excise administration. The technology-driven initiatives are aimed at improving transparency, regulatory oversight, revenue protection and ease of doing business in the state’s liquor and excise sector.
The new services were launched during a review meeting on the Haryana Vision-2047 roadmap for the Excise and Taxation Department, where the Chief Minister also assessed the implementation of departmental projects, government commitments and ongoing administrative reforms.
The upgraded Track and Trace system will enable the Excise Department to monitor every liquor bottle individually across the entire supply chain, from distilleries and bottling units to wholesale warehouses and retail liquor vends. By assigning a unique QR code to each bottle, the system is designed to improve inventory tracking, ensure compliance with excise laws, curb the circulation of illicit liquor and promote fair and transparent liquor trade practices across Haryana.

According to the official release, the enhanced system will provide real-time visibility of liquor movement, strengthen enforcement against tax evasion, smuggling and unauthorised diversion of liquor, and support data-driven decision-making for excise administration. The government believes that the digital platform will also help protect state excise revenue and improve operational efficiency through technology-enabled monitoring of the liquor distribution network.

Alongside the upgraded tracking system, the Haryana government introduced eight additional online excise services to expand paperless licensing and online regulatory approvals. One of the most significant additions is the online grant of temporary liquor-serving licences (L-12A-C) for social and public functions such as weddings, events, concerts, exhibitions and other gatherings. The online application process is expected to simplify licensing procedures, reduce compliance burdens for organisers and improve the ease of doing business in the hospitality and events sector.
Other newly launched online services include the annual registration of marriage palaces and banquet halls, denatured spirit outlet licences (L-17), industrial and medicinal spirit possession permits (L-42A to L-42D), and online permissions for extending the operating hours of retail liquor vends. These services are intended to reduce paperwork, increase administrative efficiency and make excise-related approvals more accessible through digital platforms.
Chief Minister Nayab Singh Saini praised the Excise and Taxation Department for its efforts to modernise excise administration through technology and directed officials to ensure the effective statewide implementation of the new systems so that businesses and citizens can fully benefit from the reforms.
During the same event, the Chief Minister also urged taxpayers to take advantage of the Haryana One-Time Settlement Scheme-2026 (OTS-2026), which came into effect on June 1, 2026. The scheme covers dues related to pre-GST tax laws, including Value Added Tax (VAT), Central Sales Tax (CST) and the Haryana General Sales Tax Act, and offers a 100% waiver of penalty and interest along with substantial concessions on outstanding tax demands.
The government has also introduced a document-linked relief mechanism that allows taxpayers to reduce their tax liabilities by verifying statutory forms. The application process has been simplified through an online portal on the Excise and Taxation Department’s website, enabling faster and more convenient access to OTS-2026 benefits.
Highlighting Haryana’s revenue performance, the Chief Minister thanked the state’s GST taxpayers and noted that Haryana recorded a 32% increase in State Goods and Services Tax (SGST) collections during the first quarter of FY 2026–27, which was the highest growth among all Indian states. Haryana had also achieved the country’s highest SGST growth rate of 22% during FY 2025–26, reflecting strong tax compliance and improved revenue administration.
