Chandigarh, July 13: Haryana has taken another major step towards modernising its excise administration with the launch of an upgraded QR code-based ‘Track and Trace’ system and eight new online excise services. The initiative aims to strengthen transparency, improve regulatory compliance, curb illicit liquor trade, and enhance ease of doing business across the state’s liquor ecosystem.
The new digital reforms were unveiled by Haryana Chief Minister Nayab Singh Saini while reviewing the Excise and Taxation Department’s Vision-2047 roadmap. The Chief Minister emphasised the importance of technology-driven governance in improving enforcement, increasing efficiency, and safeguarding state revenue.
QR-Based Tracking for Every Liquor Bottle
Under the upgraded Track and Trace system, every liquor bottle will carry a unique QR code that enables authorities to monitor its movement throughout the supply chain—from distilleries and bottling plants to wholesalers and retail liquor vends.

The system is designed to provide real-time visibility of inventory movement, improve compliance with excise regulations, prevent tax evasion and smuggling, and help eliminate the circulation of illegal liquor. Digital monitoring is also expected to strengthen enforcement while supporting data-driven decision-making within the Excise Department.
Eight New Online Excise Services Introduced
Alongside the upgraded tracking mechanism, the Haryana Government has launched eight fully digital excise services to simplify licensing and regulatory approvals.
One of the key services is the online issuance of temporary liquor-serving licences (L-12A-C) for social gatherings, concerts, exhibitions, weddings, and other public events. Applicants can now complete the entire process online without visiting government offices.
The digital platform also covers annual registration of marriage palaces and banquet halls, licences for denatured spirit outlets, permits for industrial and medicinal spirit possession, and approvals for extending operating hours of retail liquor vends.
Faster, Paperless and Transparent Approval Process
The newly launched services operate through a completely paperless workflow. Applicants can submit documents online, track the status of their applications, and receive approvals within seven working days. Automated processing reduces manual intervention, making the system faster, more transparent, and more convenient for businesses and licence holders.
Strengthening Digital Governance
The Haryana Government believes these reforms will improve regulatory oversight, enhance transparency in the liquor supply chain, protect government revenue, and create a more business-friendly environment for the state’s excise sector.
The initiative reflects Haryana’s broader strategy of adopting digital governance to modernise public administration while ensuring strict compliance with excise laws and improving service delivery for stakeholders.
