UP Plans Major Push for Alcohol Exports in New Excise Policy

The Uttar Pradesh excise department is working on its 2026–27 policy, and a key focus will be increasing the export of alcohol from the state. The aim is to boost government revenue by helping distilleries and manufacturers expand production and reach larger markets.

Currently, the export process faces several obstacles. To remove these, officials are studying the policies of other states, especially Maharashtra, which is one of India’s top exporters. The upcoming policy will include special provisions to promote the export of extra neutral alcohol (ENA), spirits, and other alcoholic beverages made in UP. The goal is not only to expand UP’s presence in international markets but also to raise the demand for UP-made liquor within India.

APEDA data shows that India exported alcoholic beverages worth ₹3,100 crore in 2023–24, of which UP contributed ₹311 crore. The state’s contribution makes it an important part of the country’s export landscape. Data on exports to other Indian states is also being compiled.

Officials say UP has strong advantages — 125 sugar mills across the state and favourable agro-climatic conditions that help produce high-quality raw materials. This makes it possible to manufacture premium ENA and malt, giving UP an edge in domestic as well as global markets.

It is highly encouraging to note that the UP Government and the Excise Department are actively deliberating reforms in the overseas export policy by studying and adopting the best practices implemented by leading states in this space.

Removing overseas export duty and addressing a few non-revenue bottlenecks can significantly boost Uttar Pradesh’s share in global markets and unlock a strong export-driven growth story for the state’s alcoholic beverages sector.
