Assam cabinet had decided that to stop smuggling of liquor from neighbouring states specially Arunachal Pradesh, Transit Pass system will be introduced.The Assam excise rule has been amended. To minimize leakages of government revenue at Manufactory and Distillery level, electronic devises like Mass Flow Meter, Radar based Level Transmitter, sensor based Electronic Bottle counters and Programmable Logic Controller will be installed in Manufactory and Distillery.

To stop smuggling of liquor from neighbouring states specially Arunachal Pradesh, Transit Pass system will be introduced. Retail sale limit has been increased for IMFL and Country Liquor from 9 Bulk litre to 18 BL. Rectified/ denatured spirit from 4.5 BL to 9 BL.

To discourage the consumption of Sulai, relaxation has been given in license fee and excise duty of Country Spirit. Application fee. License fee and security deposit for country spirit has been reduced to half. Excise duty on CS has been lowered from 70% to 60% of assessed value.

The cabinet decided to waive fee for seed Certification for 3 Years. Horticultural Planting materials also come under this purview. Fee will be free for only seed growers belongs to Assam. It will definitely encourage the seed growers of Assam. Due to seed certification good quality seed and planting material will be available for the farmers of Assam.

Promotion

APDCL has taken up a major project to sort out problem of low voltage in the state. Total project cost is 3284 crore. It is funded by Asian Infrastructure and investment bank (AIIB).

Cabinet has approved the extension of financial assistance to the next of kin of Army/CAPF personnel who are inhabitants of State of Assam and sacrifice their lives in the line of duty like counter insurgency, counter left wing-extremism operation, disaster management, fighting against enemy of the State etc.

Cabinet has approved Ex-Gratia from Rs 20 Lakhs to 50 Lakhs only to next kin of the martyrs belonging to Army/CAPF personnel who are the inhabitants of state of Assam and sacrifice their lives in the line of duty like counter insurgency, counter left wing-extremism operation, disaster management, fighting against enemy of the State etc within and outside the state of Assam, Cabinet has approved extending similar financial assistance of Rs 50 Lakhs only to the police personnel, Home Guards and VDP volunteers.

The cabinet announced that a new legislation to be brought in next session of Assembly for assured land parcels.
