Delhi Invites Agencies to Upgrade and Modernise Select Liquor Shops

New Delhi: The Delhi State Civil Supplies Corporation Limited (DSCSC) has invited agencies to help renovate and modernise selected government-run liquor shops across the city, officials said on Monday.

The project will be carried out in three phases — design and planning, tender support and approvals, and on-ground project management and supervision.

As part of the revamp, agencies will conduct site surveys and prepare detailed design plans. This will include two-dimensional layout options, three-dimensional walkthrough videos, and complete designs covering civil work, flooring, shop façades, electrical systems, air-conditioning, fire safety measures, CCTV, and IT infrastructure.

Officials said the new designs will be brand-neutral and will strictly follow the Delhi Excise Act, Unified Building Bye-Laws for Delhi, and all fire safety regulations.

DSCSC has identified liquor vends across various parts of the capital for the upgrade, including outlets in Paharganj, East Baldev Park, Uttam Nagar, Janakpuri, Naraina Industrial Area, Dwarka, Hauz Khas, Mohan Singh Market, and Bali Nagar, where 2D designs and 3D walkthroughs will be developed.

DSCSC is one of the four government-run corporations that currently manage liquor retail in Delhi. Officials said the goal of this initiative is to standardise store formats across the city while ensuring full compliance with safety and excise norms.

“Liquor shops in neighbouring cities often have bright displays and a premium, mall-like feel. We want to offer a similar experience in Delhi, while also ensuring a safe and comfortable environment for customers,” an official said.

The move comes as the Delhi government continues work on a new excise policy. The earlier liquor policy introduced in 2021 was withdrawn after allegations of irregularities and is currently under investigation by central agencies. Since then, liquor sales in the city have been handled by government corporations under an interim arrangement.

Officials said the proposed new excise policy, expected by March, aims to fix gaps in the current system and improve the overall retail experience. This includes developing premium, well-regulated liquor shops across Delhi, offering a wider range of brands and more competitive pricing.
