Excise Department launches premium outlets list to boost sales and revenue ahead of the festive and wedding season
As Delhi gears up for the festive and wedding season, buying your favorite liquor brands just got easier — and more premium. The Delhi Excise Department has released a list of 98 premium liquor vends where consumers can buy high-end and popular alcohol brands within the city limits, under the P-10 permit system.
This move aims to encourage residents to shop locally instead of travelling to Gurgaon or Noida for premium alcohol, helping boost Delhi’s excise revenue. “The general public is hereby informed that 98 liquor vends have been designated as preferred vends where all popular brands with sufficient stock are available for purchase on P-10 permit,” the department said in an official circular.
P-10 Permit: What It Means for Consumers
The P-10 permit is a short-term licence issued for private events such as weddings, parties, or celebrations held at farmhouses, banquet halls, motels, or parks.

For private house parties, the permit costs ₹10,000.

For banquet halls, motels, and farmhouses, the fee is ₹15,000.
Each licence holder can purchase liquor from up to three vends.
Officials explained that many people skip getting the permit, leading to potential revenue loss. “We are urging people to buy liquor through this system and ensure compliance. Enforcement teams conduct surprise checks, and action is taken if alcohol is served at private functions without a valid permit,” said a senior official.

Festive Push to Drive Sales
With Dussehra, Diwali, and the wedding season lined up, the department expects a sharp rise in liquor demand. “Between October and the New Year, liquor sales — both daily and overall — increase significantly. Many people stock up before holidays, and the wedding season further adds to demand,” an official said.
Currently, the Excise Department has collected about ₹3,000 crore in excise duty, achieving only 43% of its ₹7,000 crore annual target. Officials believe promoting these premium vends and encouraging legal, local purchases will help close the gap.
By offering better access to premium alcohol within Delhi, the government hopes to make festive celebrations smoother — and ensure every toast contributes to the city’s revenue.
