Dehradun, March 6, 2025 – The Uttarakhand government has announced its new Excise Policy 2025-26, introducing several major changes aimed at boosting revenue, promoting responsible alcohol consumption, and supporting local industries. The policy, approved in a cabinet meeting led by Chief Minister Pushkar Singh Dhami, brings stricter regulations, increased transparency, and incentives for the liquor industry.
Key Highlights of the Uttarakhand Excise Policy 2025-26
1. Revenue Growth and Excise Duty Targets
The state government has set an ambitious revenue target of ₹5,060 crore for 2025-26, marking a significant increase from previous years. The policy also aims for a progressive rise in revenue in the coming years:
- ₹5,439 crore in 2026-27
- ₹5,829 crore in 2027-28
2. Ban on Liquor Shops Near Religious Places
In a move to respect public sentiments, all liquor shops near temples and religious sites will be permanently closed. The government will ensure that licenses for these locations are revoked.
3. Transparent Liquor Shop Allotment Process
The policy introduces a new tendering system for liquor shops, replacing the lottery-based method. This ensures a fair and transparent process, reducing corruption.
4. Local Industry Growth and Tax Benefits
To support local farmers and small-scale distilleries, the government has offered 15 years of excise duty exemption for wineries set up in hilly areas using local fruits. Additionally, small distilleries using local grains will receive tax relief to promote regional production.
5. Strict Pricing Rules & Monitoring
Liquor shops must sell alcohol only at MRP (Maximum Retail Price).
Shops caught overcharging will have their licenses immediately canceled.
CCTV cameras are mandatory at liquor warehouses and retail shops to ensure transparency.
6. Digital Tracking to Prevent Illegal Liquor Sales
The government will implement GPS tracking for liquor transportation to curb smuggling and illegal sales.
7. Public Awareness & De-Addiction Campaigns
The government will launch large-scale awareness campaigns about the health risks of alcohol consumption.
State-funded de-addiction programs will be expanded to help individuals overcome alcohol dependency.
8. Export Duty Reduction & Investment Boost
To attract investment in Uttarakhand’s liquor industry, the government has reduced export duties and is offering special incentives for setting up new breweries and distilleries in industrial zones.
